The hallmark of modern action games is a big budget. Creating a full-fledged AAA game means many hours of motion capture sessions, soundtrack, etc. It is not easy to design all this, which is why these games cost tens (sometimes hundreds) of millions of dollars. Of course, it’s not only big games that people live from, and independent developers add their bricks in the form of indie action games.
